The Major Development Agency Thessaloniki, S.A. – AOTA, (MDAT S.A.) is the local partner that manages the project “Understanding and Combatting Intersectional discrimination in Housing for people with Migratory background – Come HoMe from the European Union fund, Citizens, Equality, Rights and Values Program (CERV) .”
The project aims to promote equality in the cities of Turin (Italy), Valletta (Malta), and Thessaloniki, focusing on the right to housing. The program aims to better understand discrimination in the housing market through research and to create tools (strategies, etc.) to combat discrimination in the same market for people with an immigrant background.
Funding: Co-financed by the “Citizens, Equality, Rights and Values (CERV)” program of the European Union
Duration: 24 months, 01/01/2023-31/12/2024
Housing discrimination against people with migrant background in Southern Europe
Housing systems in the countries of the South are characterized by a preference for owner-occupation, reduced social intervention in the housing sector as well as limited to non-existent stock for the provision of social and affordable housing
Citizens of third countries are disproportionately burdened by the effects of housing foreclosure
The project examines and investigates discrimination in the housing market experienced by third-country nationals
Discrimination in the housing market is often interpreted in the light of racism even though this is part of the reality

Research in the three locations (Turin, Thessaloniki and Malta) has been conducted using the same methodology and tools to ensure full standardization between datasets, allowing for potential consolidation and comparability across locations. This study is a comparative report combining and comparing insights from across the three-case studies.
Through the project “Come HoMe – Understanding and combating intersectional discrimination in housing for people with a migrant background” in Thessaloniki with our forces in MDAT SA, we are trying, together with two other European cities, Turin, (Italy) and Valletta, (Malta), to come together, raise awareness on this issue and develop tools and solutions through intersectoral research methods and collaboration with various stakeholders. This is the reason why we met three times in person. Each time we had two exciting days where we had the pleasure to connect with our project partners Mixed Migration Centre (MMC), SOS Malta, Fondazione Impact Housing, and DRC Italia and to deepen our understanding of the Italian, Maltese and Greek context, gaining valuable insights into the regions’ challenges and opportunities in the field of housing and migration. Through the presentation of our other partners, we had the opportunity to learn about their local contexts, share tools and methods and even plan the next steps of the project. Moreover, in each case we had the privilege to connect and learn from key local actors.
