The ROOF network is a network of cities (Ghent Belgium (lead partner), Braga Portugal, Timisoara Romania, Glasgow Scotland, Toulouse France and the Municipality of Thessaloniki) aiming to jointly develop local action plans to combat homelessness and reduce street homelessness through innovative housing solutions. The network seeks to share knowledge to collect data to move from theory to practice and ultimately to the definitive eradication of homelessness with the “Housing First” and “Housing Led” approach as guiding models. The Integrated Action Plan of the Municipality of Thessaloniki was adopted by the Municipal Council of Thessaloniki in 2022 and focuses on the creation of a stock for social and affordable housing and the implementation of the Housing First approach to combat homelessness. In this context, on behalf of the Municipalities of Thessaloniki, MDAT undertakes the implementation of the plan as well as the operation of a Social Rental Agency.
